It behaves just like the Edizon overlay did a while back, but without even having any other overlays or apps installed. Edit: Leaving the switch for 5-10 mins aftar tesla disappears allows the sysmodules menu to show. Seems it takes a really long time to load. Could it be a memory issue, I wonder?

Just released a new version of nx-ovlloader and libtesla (and with that the ovlmenu and the EdiZon overlay) This fixes three main issues: - The switch doesn't crash anymore now when ovlmenu isn't installed. HOS 13.2 doesnt exist, so assume you mean 13.1. you're prob using the original edizon (3.0.1) which has been outdated for a while. you should be using edizon-se which is currently updated. you may also want to try breeze which is planned to be edizon's successor, but more advanced and a WIP.proferabg commented on Jun 25. Version 1.0.7 should fix the known crashing issues and mismatched cheats bug on hiding and showing the overlay without backing all the way out of the overlay. Aparently it was working up until a couple versions ago, I don't know if it is still working. Download it but instead of putting it into Atmosphere/contents put it in sxos/titles.
